[W5BCS] September 2023 Monthly Meeting Minutes

Howdy, all!

It was great to see everyone at the meeting today: Thank you to all who
were able to attend! If you weren't able to make it, then no worries: you
can catch up on all the action as usual.

I spent a little time developing a template that makes it easier to record
and identify club business that goes through the
"motion-second-discussion-vote" process (per Robert's rules). There are two
instances of this template in today's minutes. Feel free to let me know
